Job Description

The Vice President, Portfolio Preservation & Resyndication will bring proven expertise in affordable housing, with deep experience in utilizing Low-Income Housing Tax Credits (LIHTC) and HUD financing, as well as a comprehensive understanding of HUD rental subsidy programs. This leader will direct strategic initiative to preserve and enhance the long-term affordability and performance of its existing LIHTC portfolio across New York, New Jersey, Maryland, and Pennsylvania.

The role encompasses full-cycle oversight of resyndication and preservation activities from feasibility analysis and capital planning through financing applications, construction execution, and post-rehabilitation stabilization. The ideal candidate will possess extensive experience in all phases of the acquisition and preservation process, including sourcing opportunities, financial structuring and underwriting, managing due diligence, and closing multifamily transactions. Specific experience in acquisition–rehabilitation of existing properties utilizing 9% and 4% LIHTC is essential.

A minimum of ten years of progressive experience and a demonstrated history of successfully structuring and executing LIHTC resyndication, refinancing, and preservation transactions are required. The Vice President must be capable of operating both independently and collaboratively across Development, Asset Management, and Property Management divisions to ensure the successful execution of portfolio preservation strategies.

  • Lead portfolio resyndication and preservation initiatives across existing LIHTC portfolio, including feasibility analysis, due diligence, financial modeling, and execution of refinancing and rehabilitation strategies.
  • Coordinate due diligence and financial modeling for all resyndication and preservation opportunities, ensuring alignment with corporate investment objectives and agency requirements.
  • Secure and structure financing, including preparation of loan and grant applications (LIHTC, Tax-Exempt Bonds, HOME, AHP, and similar programs); engage with public agencies, lenders, and investors to obtain predevelopment, construction, and permanent financing; direct closing of all related financing and compliance documentation.
  • Oversee 8609-to-rehab transition planning, including evaluation of tenant in-place rehab vs. relocation strategies and coordination with Property Management to ensure compliance and minimal disruption.
  • Manage lender and investor deliverables for all resyndication closings, ensuring timely submission of due diligence, financial, and legal documentation.
  • Oversee scope of work development, construction budgets, and draw schedules in collaboration with Construction and Asset Management to maintain alignment between capital plans and financing approvals.
  • Coordinate cost certifications, placed-in-service packages, and permanent loan conversions to achieve timely project stabilization and compliance.
  • Monitor post-rehabilitation lease-up and compliance, working closely with Property Management to ensure achievement of occupancy and performance targets.
  • Lead agency communication and approvals with HCR, HUD, RD, NJHMFA, and other regulatory bodies for funding, rent approvals, and subsidy renewals (including PBV/HAP contracts).
  • Collaborate with Asset Management to prepare properties for resyndication, including assessment of capital needs, compliance status, and financial readiness.
  • Develop and maintain the preservation pipeline, forecasting future resyndication candidates and aligning them with credit availability, investor exits, and portfolio strategy.
  • Analyze property operations, debt instruments, and cash flow to inform strategic recommendations on refinancing and recapitalization.
  • Develop and maintain detailed financial and cash forecasting models to support project-level and portfolio-level decision making.
  • Manage and mentor analysts, ensuring underwriting and modeling conform to company investment parameters and industry standards.
  • Maintain clear and consistent communication with senior management, external partners, and internal departments (Development, Asset Management, and Property Management) to ensure cross-functional alignment.
  • Leverage industry relationships to identify strategic preservation opportunities and strengthen  positioning with agencies, lenders, and investors.
  • Draft concise and comprehensive Investment Memoranda and presentation materials for review by the Management and Investment Committees.
  • Negotiate and structure debt documents and investor agreements, ensuring optimal financing terms that align with preservation and long-term ownership strategy.
  • Ensure compliance with all regulatory and programmatic requirements, maintaining strong working knowledge of LIHTC, PBV, HAP, and HUD financing regulations.
  • Establish best practices and standardized processes for future resyndication efforts across the portfolio, ensuring efficiency, consistency, and regulatory compliance.
  • Partner with Finance and Asset Management to prepare annual preservation and refinancing forecasts as part of corporate strategic planning.

 EXPERIENCE

  • Ten years in the following fields or combination of experience in planning; LIHTC real estate development, resyndication, preservation, HUD contracts, commercial/investment banking, or real estate law.
  • Bachelor’s and/or Master’s degree in Finance, Real Estate and/or Economics
  • Highly proficient with Microsoft Excel including the ability to create complex financials models and waterfalls.
